Dalia Yassin is a seasoned contracts and project management professional with over 16 years of experience delivering high-impact infrastructure, construction, and utility projects across the Middle East, Africa, and Europe. Specializing in international contract management and claims, she has built a strong track record of leading multidisciplinary teams on complex engineering and development initiatives funded by global institutions such as AFD, JICA, and other international cooperation agencies.
Currently serving as a Section Head in one of Egypt’s most prominent chains of contractors, Dalia is responsible for directing contractual strategy, negotiations, and claims management for large-scale energy and infrastructure projects. Her role involves drafting and reviewing contract documentation, managing procurement processes, preparing award recommendations, and ensuring full legal and financial compliance across subcontract engagements.
Earlier in her career, Dalia held key contract management positions with international firms such as Suez International and Tokyo Electric Power Services. In these roles, she played a pivotal part in enhancing energy distribution and wastewater treatment systems in Egypt, while demonstrating in-depth knowledge of FIDIC and PRAG conditions of contract and delivering high-quality management of tender documentation, BOQs, and technical specifications.
Dalia has contributed to several of Egypt’s landmark infrastructure projects, including the Grand Egyptian Museum, Cairo Airport Terminal 2 expansion, and the comprehensive renovation of El Tahrir Hotel. With Hill International and ECG Consultants, she took on essential responsibilities in cost control, variation assessments, value engineering, and tender evaluation—consistently delivering strategic and financial value.
Her international experience also includes roles with British Glass in the UK and consulting assignments across the UAE, Iraq, Libya, and Tanzania. These engagements have honed her global perspective and enhanced her ability to manage cross-cultural, multi-stakeholder project environments effectively.
Dalia holds a Bachelor of Science in Civil Engineering from Cairo University and a Project Management Diploma. She has completed advanced certifications in contract management, claims and bids, Primavera planning, and logistics, including accreditation from the Project Management Institute (PMI).
Fluent in Arabic, English, and French, Dalia blends linguistic agility with deep technical knowledge, strategic insight, and strong negotiation skills. Her leadership, precision, and calm management of complex projects make her a valuable asset in the delivery of capital-intensive infrastructure worldwide.
